New Private Well PFAS Testing & Mitigation Rebate Pilot Program

The New York State (NYS) Department of Health (DOH), in collaboration with the NYS Department of Environmental Conservation (DEC) and the NYS Environmental Facilities Corporation (EFC), has launched the Private Well Per-and Polyfluoroalkyl Substance (PFAS) Testing and Mitigation Rebate Pilot Program.  This program provides financial assistance to owners with eligible private water supply wells or transient, non-community public water supply wells to assess and mitigate PFAS contaminants where no specific industrial source of the contamination nor responsible party has been or can be identified.  $15MM has been initially made available to implement this program.  

Counties eligible for the pilot program are Dutchess, Orange, Putnam, Suffolk, Ulster, and Westchester Counties.  However, as of March 17, 2026, only Dutchess and Putnam Counties are open to applications for PFAS testing.  Check NYSDOH’s Private Well PFAS Testing and Mitigation Rebate Pilot Program website for updates and information on how to apply.  

Eligible applicants can: 

  • Have their private well tested for PFAS at no cost. 
  • Install PFAS water treatment or connect to a public water supply with the following rebate criteria: 
    • Rebates are available only if your private well test results for PFOA or PFOS are equal to or greater than the NYS drinking water standards for public water (10 ppt). 
    • Applicants must first have their private wells tested for PFAS by this program and receive the results letter stating eligibility. 

Rebates cover costs associated with remedies for mitigating and treating or addressing PFAS in impacted wells.  Up to $5,000 is available for the installation of a POET system and its associated costs.  Up to $1,000 is available for installation of one or more POUT systems and their associated costs.  $10,000 is available for connecting to an existing public water supply and associated eligible costs.
