HVRC's Landfill Biofilters Project 

Landfill Project Summary

HVRC secured a $3 million grant to mitigate methane emissions at Mid-Hudson landfills. The project officially got under contract and kicked off on November 1, 2024. The goal of the project is to install biofilters to reduce methane emissions at 14 closed landfills in municipalities in the Mid-Hudson Region. In the Project’s first phase, HVRC will be completing a data quality assurance and management plan for the EPA and hiring an Environmental Scientist to assist in emissions measuring and monitoring. The project also includes an optional solar and battery storage feasibility study component, as well as pollinator plantings.

Overview

  • Landfill evaluation and testing to estimate emissions volume and locate methane vents to determine potential for greenhouse gas reductions. This step is required to determine biofilter placement.
  • Design, implementation and monitoring of a biofilter solution including methanotrophs, a unique type of bacteria capable of converting landfill methane to less harmful gases. This solution is proven and cost-effective method of significantly lowering GHG emissions from landfills.
  • Pricing and design of landfill solar solution aimed at repurposing the site for renewable energy generation and economic benefits, with options for ownership or leasing arrangement. Battery storage and native pollinator plantings may be included in some landfill solutions.

Background Information

The project is being funded by the Federal EPA's Climate Pollution Reduction Grant Implementation Program: $5 billion in grants to states, local governments, tribes, and territories to develop and implement plans for reducing greenhouse gas emissions and other harmful air pollution.Authorized under the Inflation Reduction Act (IRA), this two-phase program provides $250 million for noncompetitive planning grants, and approximately $4.6 billion for competitive implementation grants.

Cohort Meetings

During the course of the project, the participating municipalities will meet once a month for project updates and to share learnings.  The meetings will tentatively be held the last Thursday of the month.
