FEMA: Fire Prevention and Safety Grant Program
Deadline: June 22, 2026
Eligibility: Public and state institutions of higher education, Native American tribal governments, city or township governments, county governments, 501(c)(3) nonprofits
Description: The purpose of this Program is to enhance the safety of the public and firefighters with respect to fire and fire-related hazards. The Program offers grants to support activities in two categories: (1) activities designed to reach high-risk target groups and mitigate incidences of death and injuries caused by fire and fire-related hazards ("Fire Prevention and Safety Activity") and (2) research and development activities aimed at improving firefighter safety ("Firefighter Safety Research and Development Activity"). There is $32.4MM available in funding, with an award maximum of $1.5MM.
FEMA: Staffing for Adequate Fire and Emergency Response (SAFER) Grant Program
Deadline: June 22, 2026
Eligibility: Native American tribal governments, city or township governments, county governments, and 501(c)(3) nonprofits
Description: The SAFER Program provides financial assistance to help fire departments increase frontline firefighters. SAFER offers grants to support activities across two categories: (1) hiring of firefighters and (2) recruitment and retention of volunteer firefighters. There is $324MM available in funding, with no cost sharing requirement.
NYSERDA: National Electric Vehicle Infrastructure (NEVI) Alternative Fuel Corridors (AFCs) and Community Program
Deadline: June 23, 2026 by 3:00pm ET
Eligibility: All incorporated entities and local governments
Description: NYSERDA is seeking proposals to develop Direct Current Fast Charging Electric Vehicle Supply Equipment along AFCs and in communities in NYS. There is up to $45MM in funding available through the NEVI program. Applicants may submit up to eight proposals; each site must accommodate simultaneous charging for at least four vehicles at a minimum of 150 kW and offer a total site delivery capacity of 600 kW or more to be considered.
NY Dept. of Ag and Markets: Farmland Protection Staff Capacity Grants Pilot Program
Deadline: June 26, 2026 by 4:00pm ET
Eligibility: Counties, municipalities, soil and water conservation districts, and not-for-profit conservation organizations
Description: This Program invites proposals for financial assistance to build staff capacity of those entities that will hold agricultural conservation easements on viable agricultural land pursuant to agricultural and farmland protection efforts of counties and municipalities. Specifically, State funding under this grant opportunity will support local agricultural and farmland protection goals by building staff capacity for eligible organizations to initiate or accelerate farmland protection projects. Projects will consist of increasing staff capacity for the planning and implementing of farmland protection at the local or regional level. The additional staff capacity will seek out, evaluate, and complete agricultural conservation easement projects across the State. There is $1MM available for awards, with a maximum award amount of $300,000 per proposal.
NYSEFC: Resilient Watersheds Grant (RWG) Program
Deadline: June 26, 2026 by 4:00pm ET
Eligibility: Local governments or Indian nations, soil and water conservation districts, not-for-profit organizations, State Agencies. Applicants must possess either a Resilient NY report or a DEC-approved comparable study.
Description: The RWG is a competitive program that provides funding to implement flood mitigation projects that would otherwise not be possible. The minimum grant amount is $150,000, and the maximum is $10MM. There is a 10% required local match. Eligible project costs include but are not limited to construction labor and materials, administrative oversight, and liability insurance. Eligible projects include but are not limited to floodplain and wetland restoration, berm, dam, culvert, bridge, or appurtenant structure removal, and culvert right-sizing.
NYSDOS: Community Resilience and Flood Risk Reduction Grant Program
Deadline: June 26, 2026 by 4:00pm ET
Eligibility: Municipalities, nonprofits, soil and water conservation districts, NYS agencies/authorities, and local governments. Specific eligibility varies by project-type.
Description: With funding through the Clean Water, Clean Air, and Green Jobs Environmental Bond Act of 2022, the NYS DOS has grant funding opportunities available for projects that address resilience and flood-related risks. Grants can support two types of projects: (1) Coastal Rehabilitation and Resilience projects or (2) Inland Flooding and Local Waterfront Realization implementation projects. Award minimums are $300,000 and $150,000 respectively. Local match is required for this funding opportunity.
NYSERDA: Climate Justice Fellowship
Deadline: Rolling until June 30, 2026 by 3:00pm ET
Eligibility: Community-based organization, university, career technical education (CTE) program for K-12 school, public library, municipality, tribal nation, climate tech innovator/start-up, venture development organization, clean energy business, or a firm dedicated to advancing climate justice and clean energy priorities in Disadvantaged Communities.
Description: NYSERDA is seeking applications from organizations who wish to host a full-time Climate Justice Fellow for 1 year. NYSERDA will fund the fellow’s salary as well as professional development and/or wraparound services. Total award amount is capped at $40,000 per fellow to be used for salary and professional development, with a total of $6MM in funding available. Host employers must be working to advance climate justice / clean energy priorities for Disadvantaged Communities. As a cost share requirement, host employers must provide the fellow with comprehensive employee health benefits (i.e., medical, dental, and vision) for the full 12 months at reasonable or no cost to the fellow. Approved eligible host organizations may select fellows from the fellow directory or identify potential fellows and have candidates submit their information to the Program.
NYSERDA: Just Transition Site Reuse Planning Program
Deadline: Rolling until June 30, 2026 by 3:00pm ET
Eligibility: County, city, town, or village governments
Description: NYSERDA is offering site reuse planning and technical support services to individual municipalities that are navigating power plant retirement and site reuse opportunities. The scope of services to be provided by NYSERDA and its contractors in developing the applicant's Site Reuse Planning Study may include: Evaluation of Existing Site, Economic Analysis, Stakeholder Input, Alternative Reuse Plans, Demolition and Abatement, and Public Health Impacts. Each eligible municipality will receive up to $150,000 with no cost share. There is an additional $10,000 available if the project is located within a NYS Disadvantaged Community.
NYSP2I: Community Impact Accelerator Grant Program
Deadline: July 1, 2026 by 5:00pm ET
Eligibility: New York State nonprofit community organizations and local government agencies that have been legally established and actively operating for at least two years (offices or departments of a city, town, county, or primary or secondary schools, including local environmental agencies, boards of health, departments of public works, local emergency response offices, town commissions, planning and zoning boards, libraries, and schools; Indian nations or tribes recognized by New York State or the federal government seeking to conduct a project on land located within New York State).
Description: This funding opportunity is designed to support scalable, community-led pollution prevention initiatives across New York State. The CIAG Program advances awareness, understanding, and adoption of pollution prevention (P2) practices at the local level while supporting implementation projects that can be replicated across organizations and communities statewide. Funded projects are intended to generate measurable environmental and public-health benefits that extend well beyond direct grant investment. Projects funded through the Program must be designed for replication and statewide impact and align with NYSP2I’s Impact Accelerator Requirements. Up to 10 projects will be selected for funding, with award amounts ranging from $30,000 to $50,000.

Economic Development, Infrastructure, & Community Resilience
FEMA: Building Resilient Infrastructure and Communities (BRIC) Program
Deadline: July 23, 2026
Eligibility: States, US territories, federally recognized tribal governments, local governments
Description: The BRIC Grant Program makes federal funds available for proactive hazard mitigation activities. This Program prioritizes investment in infrastructure and construction projects that deliver immediate, measurable risk reduction to communities that are vulnerable to natural hazards. This includes the adoption and enforcement of modern building codes. The maximum award available is $150MM.
USDA: America’s Healthy Food Financing Initiative Food Access and Retail Expansion (FARE) Fund
Deadline: July 31, 2026 by 11:59pm ET
Eligibility: For-profit business enterprises, cooperatively owned businesses, tax-exempt nonprofit corporations, institutions of higher education, state and local governments and governmental agencies, Tribal governments and Tribal agencies
Description: The FARE Fund provides funding for the predevelopment, planning, and implementation of eligible projects aiming to increase food access, strengthen, expand, and innovate within the food retail supply chain. There is $5.25MM available for planning and implementation Grants, and at least $1MM available for Technical Assistance. The goal of this Program is to improve consumer access to healthy food in underserved areas.
Empire State Development: Market New York – Tourism Grant Program
Deadline: July 31, 2026 by 4:00pm ET through the NYS CFA
Eligibility: Not-for-profit corporations, municipalities, tourism promotional agencies, public benefit corporations, and for-profit companies
Description: This Grant Program was established to strengthen tourism and attract visitors to NYS by promoting destinations, attractions, and special events. Funding is available for tourism marketing initiatives, the recruitment and/or execution of special events like festivals, expos, agritourism, craft beverage events, and athletic tournaments. Funding is also available for the recruitment of business events like meetings, conferences, conventions, and trade shows. There is a 50% match requirement for working capital/marketing projects, with a $50,000 minimum request.
NYSDOS: Smart Growth Community Planning Program
Deadline: July 31, 2026 by 4:00pm ET through the NYS CFA
Eligibility: Towns, counties, villages, and cities; counties, regional planning entities, and not-for-profit organizations on behalf of a municipality
Description: The Smart Growth Community Planning Program accelerates key statewide efforts, including climate resilience, housing availability and affordability, accessible and livable communities, waterfront development and revitalization, and accessibility and availability of childcare. There is $4.8MM available in funding for projects including new or updated comprehensive plans, new or updated community wide zoning regulations, and other planning/zoning efforts. The Smart Growth Community Planning Program is reimbursement-based. State assistance awarded and paid shall not exceed 75% of the total eligible project cost.
NYSDOS: Brownfield Opportunity Areas Program
Deadline: July 31, 2026 by 4:00pm ET through the NYS CFA
Eligibility: Municipalities, community-based organizations, and New York City community boards
Description: This Program provides 90:10 matching grants on a competitive basis to complete a Pre-Planning activity to identify and provide preliminary analysis of potential brownfields; the development or update of Brownfield Opportunity Area (BOA) Plan (also known as BOA Nomination), and related implementation; Phase II Environmental Site Assessments, or predevelopment activities for neighborhoods, downtowns, or other defined areas within a State-designated BOA. This is a reimbursement program, with approximately $2MM available in funding.
NYSDOS: Local Waterfront Revitalization Program
Deadline: July 31, 2026 by 4:00pm ET through the NYS CFA
Eligibility: A village, town, or city located along NYS’s coasts or inland waterways; a county or regional planning council with the written consent and acting on behalf of a village, town, or city
Description: This Program provides matching grants on a competitive basis for planning, design, and construction projects to revitalize communities and waterfronts. This Program helps communities breathe new life into their waterfront and underused assets in ways that ensure successful and sustainable revitalization. There is $13.975MM available in funding.
NYSHCR: Community Development Block Grant Program – Public Infrastructure
Deadline: July 31, 2026 by 4:00pm ET through the NYS CFA
Eligibility: Non-entitlement villages, cities, town, and counties
Description: The primary objective of this Program is the development of viable communities by providing decent housing and a suitable living environment, as well as expanding opportunities, principally for persons of low and moderate income (LMI). Funding may be used for public infrastructure activities, including public or private water source development, sanitary sewage collection and treatment, flood control and storm water drainage, municipal utilities, and ancillary public works like sidewalks. There is up to $25MM available in funding. There is a maximum of $1.5MM per public infrastructure activity.
NYSHCR: New York Main Street Program
Deadline: July 31, 2026 by 4:00pm ET through the NYS CFA
Eligibility: Counties, cities, towns, and villages that have been designated as a Pro-Housing Community; not-for-profit corporations
Description: This Program provides resources to invest in projects that provide economic development and housing opportunities in downtown, mixed-use commercial districts. A primary goal of the Program is to stimulate reinvestment and leverage additional funds to establish and sustain downtown and neighborhood revitalization efforts. Applicants may request between $50,000 and $500,000 for Target Area Building Renovation activities. Matching grants are available for building renovation, and there are grants of up to $15,000 available for streetscape enhancement. Funding is also available for administrative costs. There is a total of $4.2MM available in funding.
Empire State Development: NY Kicks Program
Deadline: July 31, 2026 by 4:00pm ET through the NYS CFA
Eligibility: Municipalities, public authorities, nonprofits
Description: There is up to $5 million in grant funding available to support the creation, expansion, and enhancement of community soccer fields for youth and players of all ages across New York State. By investing in soccer infrastructure at this pivotal moment, NY Kicks seeks to translate global inspiration into sustained local benefit — creating spaces where players can thrive, communities can gather, and neighborhoods can grow stronger together. Eligible projects include creation, expansion, or renovation of a publicly accessible soccer field intended for long-term use. Awards will range from $75,000 to $200,000.
Empire State Development: Strategic Planning & Feasibility Studies
Deadline: July 31, 2026 by 4:00pm ET through the NYS CFA
Eligibility: Cities, counties, towns, villages, business improvement districts, local development corporations, not-for-profit economic development organizations
Description: This Program was established to support planning grants for future development for communities and urban areas across New York State. Up to $1MM is available for working capital grants of up to $100,000 each to support (1) strategic development plans for a city, county, or municipality, or a significant part thereof, and (2) feasibility studies for site or facility assessment and planning. Each grant requires a minimum of 50% of total project costs in matching funds, which must include at least 10% of total project costs in the form of cash equity contributed by the Applicant organization.
NYSDEC: Advancing Forest Markets
Deadline: August 5, 2026 by 2:00pm ET
Eligibility: For profits, governmental entities (including municipalities), individuals, not-for-profits, and Tribal Organizations
Description: The Advancing Forest Markets Program was created to scale up the tree supply chain and forest product markets in New York State, advancing toward the State’s 25 Million Trees goal. The Program aims to increase the affordability of trees for planting projects, address supply challenges within these sectors, and build demand for forest products to foster economic development. The Program provides three opportunities for applicants:
- The 25 Million Trees Nursery Discount Program provides awardees with reimbursement for selling high-quality native trees to customers. Applicants are eligible if they grow and sell native trees.
- The Growing Reforestation Opportunities Program incentivizes growers, seed collection networks, and other entities to scale up their production capacity and support tree supply chain market. Applicants are eligible if they specialize in the collection, processing, germination, storage, propagation, and/or growing of trees. Those that support this supply chain through associated market, workforce, and network development in New York State are also eligible.
- Tree Market Boost & Revitalization Program (TMBR), which incentivizes forestry and forest product businesses and other entities to expand their capacity and support forest-based markets. Applicants are eligible if they own at least one acre of forest land that allows harvesting or land that has the potential to become forest in New York State.
The Program offers $46.2MM in funding through these three opportunities. Each opportunity will be awarded at least $4MM, and applicants can apply for between $100,000 and $12MM. All bidders must be able to register or have a registered Farm ID number with the United States Department of Agriculture Farm Service Agency (FSA) within New York State. Projects must be completed by January 15, 2028.
Northern Border Regional Commission: The Catalyst Program
Deadline: Pre-applications are due August 28, 2026; applications are due October 16, 2026.
Eligibility: Sullivan County local governments, educational institutions, non-profits, and federally recognized tribal entities
Description: The Catalyst Program supports a broad range of economic development initiatives that will modernize and expand the region’s basic infrastructure and revitalize communities to support and attract the region’s workforce. Eligible project categories include basic public infrastructure, transportation infrastructure, telecommunication infrastructure, business and workforce development, basic healthcare, resource conservation, tourism, and recreation. Projects can apply for a feasibility award for early-stage activities (such as assessments, planning, or analyses), or an implementation award for construction or non-construction projects (such as facilities, assets, and programs). Feasibility projects can receive up to $100,000. Implementation projects can receive up to $3MM for multi-infrastructure or multi-jurisdiction infrastructure category projects, up to $1MM for infrastructure category projects, or up to $500,000 for all other implementation projects. In total, the project expects to award $7.5MM to New York based projects between spring and fall rounds. The Program has a 20% cost share.
Northern Border Regional Commission: The Forest Economy Program
Deadline: Pre-applications are due August 28, 2026; applications are due October 16, 2026.
Eligibility: Sullivan County local governments, educational institutions, non-profits, and federally recognized tribal entities
Description: The Forest Economy Program supports a broad range of economic development initiatives, including infrastructure, in direct support of timber and forest-based industries. Projects must be related to improving the region’s forest-based economy. Eligible project categories include community development projects, workforce training, business planning, technical assistance, public infrastructure projects, and marketing, communication, and education work. The Program expects to award $4MM in total and projects can receive up to $1MM. The Program has a 20% cost share.
Northern Border Regional Commission: The Timber for Transit Program
Deadline: Pre-applications are due August 28, 2026; applications are due October 16, 2026.
Eligibility: Sullivan County local governments, educational institutions, non-profits, and federally recognized tribal entities
Description: The Timber for Transit Program supports domestic forest products in transportation infrastructure. Highly competitive projects will demonstrate and widely promote the utility of high value forest products in transportation infrastructure and commit to enhancing climate resilience in rural communities. Projects can apply for feasibility awards, implementation awards, or both. Feasibility awards are for early-stage activities (assessments, planning, analyses). Implementation awards are for construction or non-construction projects in one of the eligible project categories: transportation infrastructure, design or construction of pilot projects, or transportation-adjacent structures. Feasibility projects can receive up to $1MM. Implementation projects or projects that address feasibility and implementation aspects can receive up to $1MM, or up to $5MM provided they can meet at least one of the three following criteria: alignment with two or more program funding priorities, the project has been identified as time-sensitive by NBRC or New York State, or construction takes place in two or more eligible communities. In total, the program expects to award $14MM. The program has a 20% cost share.
USDOL VETS: Stand Down Grants
Deadline: September 30, 2026; non-competitive grant offered on a first-come, first-served basis.
Eligibility: State, County, City, Local, Special District, and Tribal Government agencies, Non-profit and For-profit entities, State and Local Workforce Boards, Institutions of Higher Education, Public Housing Authorities, and Faith-based organizations.
Description: The US Department of Labor’s (DOL) Veterans’ Employment and Training Service (VETS) supports local Stand Down events that assist veterans experiencing homelessness by providing a wide range of employment, social, and health services. These collaborative events, coordinated by VA, DOL, and other federal, state, and local government agencies, and community-based organizations provide services and supplies to veterans experiencing or at risk of homelessness. The critical services provided at these events are often the catalyst that enables those individuals to re-enter the workforce. Grants can be used to support one-day ($7,000 grant) or multi-day events ($10,000 grant).
Long Island Sound Partnership (LIS Partnership), New York Sea Grant (NYSG) and Connecticut Sea Grant (CTSG): Long Island Sound Resilience Grant Writing Assistance Program
Deadline: Accepted on a rolling basis until September 30, 2026
Eligibility: Westchester municipalities, intermunicipal councils/organizations, nonprofits, and NGOs, private voluntary organizations, community-based organizations, academic entities, federally and state recognized Tribes/Nations, and unrecognized Indigenous Communities (within the Long Island Sound Coastal Boundary).
Description: This funding opportunity provides up to $9,950 to municipalities or community organizations for hiring a grant writing consultant. Consultants should support grant preparation/writing for resiliency projects in the Long Island Coastal Boundary (Westchester, Bronx, Queens, Nassau and Suffolk counties, western Connecticut, and eastern Connecticut). Examples of eligible support areas include: "budget preparation, cost-benefit analysis, writing and narrative development, mapping, and proposal preparation and submission.” There are no match requirements for this funding source.
HTFC: 2026 NYS Community Development Block Grant Program
Deadline: December 31, 2026
Eligibility: Non-entitlement units of local governments; cities, urban counties, and Indian Tribes designated as Entitlement Communities are not eligible. Specific information on eligible communities is available here.
Description: Funded by HUD and administered by the Housing Trust Fund Corporation’s Office of Community Renewal, $20MM in funding is available to support economic development that particularly supports low-to-moderate income communities. Funding can address public facilities, community planning, economic development, or imminent threats. Awards available vary by project type with award maximums spanning $50,000-$1MM, and award minimums spanning none-$100,000.
US DOA: Community Facilities Direct Loan & Grant Program
Deadline: Rolling
Eligibility: Community-based non-profits, cities, villages, townships and towns including Federally Recognized Tribal Lands in rural areas with a population under 20,000.
Description: The Community Facilities Program provides affordable funding to develop essential community facilities in rural areas. An essential community facility is defined as a facility that provides an essential service to the local community for the orderly development of the community in a primarily rural area, and does not include private, commercial, or business undertakings. Examples of eligible projects include health care facilities, community centers, child-care centers, libraries, utility services, and safety services, among others. Low interest direct loans, grants, or both are available.
The average project size funded in FY24 was $1MM and the Program can cover up to 75% of costs depending on the community’s population and the median household income.
US DOC EDA: FY 2025 Public Works and Economic Adjustment Assistance Programs
Deadline: Rolling
Eligibility: States and local governments, among others
Description: Economic Development Administration (EDA) supports development in economically distressed areas of the United States by fostering job creation and attracting private investment. EDA solicits applications that provide investments supporting construction, non-construction, planning, technical assistance, and revolving loan fund projects under EDA’s Public Works Program and Economic Adjustment Assistance (EAA) Program. The Public Works Program provides resources to meet construction and/or infrastructure design needs of communities to enable them to become more economically competitive. Examples of previously funded projects under this Program include development of land improvements for use in public works and water and sewer system improvements. The EAA Program provides investments that support a wide range of construction and non-construction activities in regions experiencing adverse economic changes that may occur suddenly or over time. Examples of previously funded projects include construction or upgrading of public infrastructure and enhancement of infrastructure to make it more resilient to natural disasters. Funding may be used for workforce development projects and resiliency projects.

Environment & Land Management
NYSDEC: Climate Smart Communities Grant Program
Deadline: July 31, 2026 by 4:00pm ET through the NYS CFA
Eligibility: Municipalities, Indian Nations, and, for implementation grants only, local public authorities or public benefit corporations
Description: The Climate Smart Communities Grant Program is a competitive reimbursement grant program that provides funding to support the completion of 1) a subset of Climate Smart Communities (CSC) Certification actions, 2) feasibility and design studies for flood risk reduction projects, conversion of existing refrigeration equipment, clean energy systems, and smart growth analysis, 3) greenhouse gas mitigation projects, and 4) adaptation projects that directly address or alleviate the impacts from hazards exacerbated by climate change. For the certification category, a total of $1MM is available with a maximum award of $200,000 and a minimum award of $10,000. For the implementation category, a total of $17MM is available with a maximum award of $2MM and a minimum award of $35,000. Match requirements vary based on environmental distress score, disadvantage community status, and MHI, with the lowest required match being 20% and the highest being 50%. Both categories require that no more than 50% of the total available funds be awarded to municipalities with populations greater than 100,000 or to any single municipality.

NYSOPRHP: Environmental Protection Fund Grants Program for Parks, Preservation, and Heritage
Deadline: July 31, 2026 by 4:00pm ET through the NYS CFA
Eligibility: Municipalities, State agencies, public benefit corporations, public authorities, not-for-profit corporations
Description: Grant funding is available for the acquisition, planning, development, and improvement of parks, historic properties, and heritage areas located within the physical boundaries of the State of New York. Grants can fund up to 50% of the total eligible project cost, and up to 75% if the project is located in a high-poverty area as defined by OPRHP. Grant awards are capped at $675,000. There is a total of $28.75MM available in funding.

- The 25 Million Trees Nursery Discount Program provides awardees with reimbursement for selling high-quality native trees to customers. Applicants are eligible if they grow and sell native trees.
- The Growing Reforestation Opportunities Program incentivizes growers, seed collection networks, and other entities to scale up their production capacity and support tree supply chain market. Applicants are eligible if they specialize in the collection, processing, germination, storage, propagation, and/or growing of trees. Those that support this supply chain through associated market, workforce, and network development in New York State are also eligible.
- Tree Market Boost & Revitalization Program (TMBR), which incentivizes forestry and forest product businesses and other entities to expand their capacity and support forest-based markets. Applicants are eligible if they own at least one acre of forest land that allows harvesting or land that has the potential to become forest in New York State.
The Program offers $46.2MM in funding through these three opportunities. Each opportunity will be awarded at least $4MM, and applicants can apply for between $100,000 and $12MM. All bidders must be able to register or have a registered Farm ID number with the United States Department of Agriculture Farm Service Agency (FSA) within New York State. Projects must be completed by January 15, 2028.
NYSDEC: Urban and Community Forestry Grant Program

Description: There is $10MM in funding available through Round 17 of DEC’s Urban and Community Forestry Grant Program, with $3MM set aside for communities with populations of 65,000 or less. Eligible projects include traditional street and landscaped park tree inventory and assessment, street tree and landscaped park tree inventory and assessment using ground-based remote sensing technologies, and forested natural areas inventory and assessment data.
World Wildlife Fund (WWF): National Household Wasted Food Prevention Project

Community grant activities must have enough depth and reach to make a meaningful impact, with clear measurement and reporting of results. NYS Environmental Facilities Corporation: Clean Vessel Assistance Program (CVAP)

Description: CVAP provides grants that help maintain or replace pumpout facilities for the removal and disposal of recreational boater septic waste. CVAP includes three grant categories that marinas can apply for: Construction and Upgrade, Operation and Maintenance, and Information and Education.
- The Construction and Upgrade Grant provides funding for up to 75% of costs, with a maximum of $60,000 for a pumpout boat and $35,000 for a stationary unit per project.
- The Operation and Maintenance Grant can cover routine replacement items and annual maintenance costs (up to 75% of eligible costs up to $2,000 for land-based pumpout facilities and $5,000 for pumpout boats).

NY Dept of Ag and Markets: Municipal Agriculture and Farmland Protection Planning Grants

Description: The NYS Department of Agriculture and Markets offers grants to municipalities focusing on how to protect agricultural lands through municipal zoning, land use, and subdivision regulations. Grants are up to $25,000 or 75% of the cost (whichever is less) for developing a local farmland protection plan. Local cost share must be provided in at least 20% cash (no more than 80% in the form of in-kind services) and any two municipalities may collaborate on an application for a planning grant.

Description: The CMAQ Program provides a flexible funding source to State and local governments for transportation projects and programs to help meet the requirements of the Clean Air Act. Funding is available to reduce congestion and improve air quality for areas that do not meet the National Ambient Air Quality Standards for ozone, carbon monoxide, or particulate matter (nonattainment areas), and for former nonattainment areas that are now in compliance (maintenance areas). Proposed projects or programs must have a high level of effectiveness in reducing air pollution and be included in the metropolitan planning organization’s (MPO’s) current transportation plan and transportation improvement program or the current State transportation improvement program in areas without an MPO.

The purpose of this RFA is to identify eligible NYS municipalities that want to work with NYS to increase the number of communities with access to fluoridated water. The key characteristic of a successful applicant is the ability to document a proposed NYS municipal drinking water fluoridation project utilizing the documents provided. There are two components available in this funding opportunity. Component A is for eligible municipalities seeking to develop an Engineering Report to determine the feasibility of starting community water fluoridation or upgrade/modify an existing fluoridation system. Component B is for eligible municipalities looking to purchase, upgrade, replace, or repair water fluoridation equipment to initiate or maintain community water fluoridation. Financial and technical assistance support the planning and implementation of on-farm projects with the goal of improving water quality in New York’s waterways. Projects include conservation measures, such as nutrient management through manure storage, vegetative buffers along streams, and conservation cover crops. The Program is a competitive grant program, with funds applied for and awarded through county Soil and Water Conservation Districts.
NY Dept Ag and Markets: Source Water Buffer Program

Soil and Water Conservation Districts may partner with municipalities or not-for-profit conservation organizations (land trusts). Soil and Water Conservation Districts may also apply on behalf of farmers or farm operations.
Description: Approximately $5MM was made available by the Clean Water Infrastructure Act in 2017 to support the purchase of conservation easements and the implementation of buffer systems to protect the water quality of NYS’s aquifers, watersheds, reservoirs, lakes, rivers, and streams. Easements purchased under this grant can be for active crop production land, riparian land, pastureland, and/or agricultural woodlots. This land must be adjacent to land or waterbodies contributing directly to a surface water source. Projects must also include the establishment of a vegetated buffer system to protect the drinking water source. The State will provide a maximum of 75% of the total eligible costs for the project. The remaining costs must be contributed by the landowner, operator, and/or project Soil and Water Conservation District in the form of cash or in-kind services.

A disaster declaration by federal or state governments is not required. Eligible projects should provide protection from flooding or soil erosion, reduce threats to life and property, restore the hydraulic capacity to the natural environment, or be economically and environmentally defensible.
NYS EFC: Septic System Replacement Fund

Description: This Program provides funds to counties to help homeowners replace cesspools and septic systems that are adversely impacting designated waterbodies. Eligible projects include replacement of a cesspool with a septic system; installation, replacement, or upgrade of a septic system; or installation of enhanced treatment technologies. Participating counties provide grants to reimburse property owners for up to 50% (maximum $10,000) of the cost for their septic system project.
NYS EFC: Emergency Financial Assistance

Description: This Program offers emergency financial assistance for wastewater and drinking water system issues that pose hazards to public health, public welfare, or the environment. Eligible facilities include publicly owned treatment works, publicly owned sewer systems, and municipally owned public water systems. Eligible costs include infrastructure construction, replacement or repair, and related engineering costs.

USDA: Emergency Community Water Assistance Grants

Description: Funding is available to help eligible communities prepare for, or recover from, an emergency that threatens the availability of safe, reliable drinking water. Applicants must show that a major decline in quantity or quality of water occurred within two years of the date of the application. Grants are also awarded when a significant decline in quality or quantity of water is imminent. Events that qualify as an emergency are as follows: drought or flood, earthquake, tornado or hurricane, disease outbreak, chemical spill, leak or seepage, or other disasters. A federal disaster declaration is not required. Funding may be used for construction of waterline extensions, new wells, reservoirs, transmission lines, treatments, repair breaks or leaks, and address related maintenance necessary to replenish the water supply. A maximum of $150,000 may be awarded in the form of water transmission line grants and a maximum of $1MM may be awarded for source water grants.
USDA: Circuit Rider Program - Technical Assistance for Rural Water Systems

NRWA: Rural Water Loan Fund

Description: This Fund provides low-cost loans for short-term repair costs, small capital projects, or pre-development costs associated with larger projects. Eligible projects include pre-development, or planning, costs for infrastructure projects, replacement of equipment, upgrades, maintenance, and small capital projects, energy efficiency projects, and disaster recovery or other emergency projects. US EPA: Water Infrastructure Finance and Innovation Act (WIFIA) Program

Description: The WIFIA statute authorizes EPA to provide credit assistance for a wide variety of creditworthy drinking water, wastewater, and stormwater infrastructure projects. NYSDEC: Climate Smart Communities Grant Program

Description: The Climate Smart Communities Grant Program is a competitive reimbursement grant program that provides funding to support the completion of 1) a subset of Climate Smart Communities (CSC) Certification actions, 2) feasibility and design studies for flood risk reduction projects, conversion of existing refrigeration equipment, clean energy systems, and smart growth analysis, 3) greenhouse gas mitigation projects, and 4) adaptation projects that directly address or alleviate the impacts from hazards exacerbated by climate change. For the certification category, a total of $1MM is available with a maximum award of $200,000 and a minimum award of $10,000. For the implementation category, a total of $17MM is available with a maximum award of $2MM and a minimum award of $35,000. Match requirements vary based on environmental distress score, disadvantage community status, and MHI, with the lowest required match being 20% and the highest being 50%. Both categories require that no more than 50% of the total available funds be awarded to municipalities with populations greater than 100,000 or to any single municipality.
NYSERDA: Building Cleaner Communities Competition

Description: The New York State Energy Research and Development Authority (NYSERDA) has $25 million of funding available to support regionally significant, all electric, carbon neutral, and resilient projects in New York State. These projects can be new construction, deep retrofit, adaptive reuse, and/or gut rehabilitation projects that will be clean and resilient, beautiful, and functional, and will provide healthy, safe, comfortable, and resilient spaces. All projects must demonstrate that the project will achieve all electric, carbon neutral, or net zero energy performance. Projects should also demonstrate how they will help achieve the goals of the New York State Regional Economic Development Council’s (REDC’s) Strategic Plan. The financial support for all projects will be capped at $1.5MM for a single building and $3MM for multiple buildings, or 35% of total project cost for 501(c)(3) entity or government entity and 25% of total project cost for all other entities, whichever is less.
NYSERDA: NYS Clean Energy Internship Program

NYSERDA: Charge Ready NY 2.0

Description: Charge Ready NY 2.0 offers incentives to install Level 2 EV charging stations at workplaces, multi-unit dwellings (MUD’s) or public facilities that are owned and operated by municipal or state government entities. NYSERDA provides incentives on a per-port basis at varying amounts, based on location type and whether it is located within a Disadvantaged Community (DAC):
- $4,000 per charging port installed at a public facility (must be located within a DAC).
- $2,000 per charging port installed at a workplace or multi-unit dwelling location.
The Charge Ready NY 2.0 Program will also offer bonus incentives to equipment owners at a workplace and MUD locations who complete additional actions to promote EV adoption in their own fleets or with their employees/tenants. NYSERDA: FlexTech Program

Description: This Program provides a cost-share for a wide range of activities to help customers make informed clean energy investment and sustainability decisions for existing buildings. Participants have the option of selecting either a NYSERDA qualified FlexTech Consultant or an Independent Service Provider of their choosing. The service provider will identify, analyze, and prioritize energy efficiency or carbon reduction recommendations. Implementation of these recommendations may lead to lower annual utility costs, reduced operation and maintenance costs, extended equipment life, and increased occupant comfort. Cost-share percentage ranges from 50%-100%, or a maximum of $500,000, depending on the sector.
NYSERDA: On-site Energy Manager Program

Eligibility: Commercial, multifamily, campuses, and industrial facilities located in New York State
Description: The Program seeks to demonstrate the value of an on-site energy manager (OsEM) role at a given facility such that the role becomes standardized and self-sustaining. Facilities will benefit from the successful energy and productivity projects that will be driven by OsEMs. Projects may include operation and maintenance improvements, behavioral changes, energy efficiency upgrades, process improvements, throughput and scrap reduction improvements, cost management, and other improvements such as water savings. $100,000 or $200,000 is available as a cost-share for hiring an OsEM for a minimum 12-month term. Cost-share amount is dependent on a facility’s annual energy spend.
USDA: Rural Energy Savings Program (RESP)

Description: The Rural Energy Savings Program (RESP) helps lower energy bills for people in rural America and reduces barriers to investment in energy efficiency projects. RESP provides loans to utilities, municipalities and others who then lend those funds to people and businesses in rural America for cost-effective, energy efficiency projects.

Transportation
Northern Border Regional Commission: The Timber for Transit Program

Description: The Timber for Transit Program supports domestic forest products in transportation infrastructure. Highly competitive projects will demonstrate and widely promote the utility of high value forest products in transportation infrastructure and commit to enhancing climate resilience in rural communities. Projects can apply for feasibility awards, implementation awards, or both. Feasibility awards are for early-stage activities (assessments, planning, analyses). Implementation awards are for construction or non-construction projects in one of the eligible project categories: transportation infrastructure, design or construction of pilot projects, or transportation-adjacent structures. Feasibility projects can receive up to $1MM. Implementation projects or projects that address feasibility and implementation aspects can receive up to $1MM, or up to $5MM provided they can meet at least one of the three following criteria: alignment with two or more program funding priorities, the project has been identified as time-sensitive by NBRC or New York State, or construction takes place in two or more eligible communities. In total, the program expects to award $14MM. The program has a 20% cost share.
Northern Border Regional Commission: The Catalyst Program

Implementation projects can receive up to $3MM for multi-infrastructure or multi-jurisdiction infrastructure category projects, up to $1MM for infrastructure category projects, or up to $500,000 for all other implementation projects. NYSERDA: NY School Bus Incentive Program

Eligibility: To participate in NYSBIP, vehicle manufacturers and modifiers must apply to have their vehicles listed for voucher eligibility. The following fleets may apply: NYS Public School Districts or other public entities that provide pupil transportation services, and third-party Operators under contract with a NYS public school district.
Description: The NYSBIP is a point-of-sale incentive program which will accelerate the deployment of zero-emission school buses in the medium- and heavy-duty vehicle weight classes in New York State. Zero-emission school buses include both electric school buses and hydrogen fuel cell school buses. $300MM is available to fund the acquisition of new ESBs and charging infrastructure costs. School Bus Voucher amounts are based on type of bus (e.g., Type A, Type C, Type D) and by whether the ESB is purchased new (60% cost covered) or if it is an existing school bus that is being repowered (75% cost covered).
NYSERDA: School Bus Charging Voucher Applications

Eligibility: Entities that have purchased electric school buses.
Description: To submit a Charging Voucher Application, Purchasers must fill out a contractor application and be approved before applying via the NYSBIP Charging Voucher Portal. Please note that Charging Voucher funds are based on an electric school bus purchase, though the purchase does not have to be through New York’s School Bus Incentive Program. Once approved, Purchasers can install their charging infrastructure. After installation is complete and paid for, the Purchaser will return to the School Bus Charging Portal and submit documentation for Charging Voucher Redemption. Once approved, NYSERDA will send voucher funds to the Purchaser for reimbursement. For more information about the Charging Voucher rules and process, refer to the NYSBIP Implementation Manual.
US DOT: Capital Investment Grants (CIG) Program - Small Starts

Eligibility: Local governments operating public transit
Description: This Program will fund public transit projects generally, but applicants should prioritize projects that will increase ridership, reduce the need for private vehicle use, decrease vehicle miles traveled, and be in coordination with regional transit-oriented development planning. When rail projects are not possible, communities should look to deploy extensive, well-connected bus rapid transit projects that can align with local, regional, and statewide vehicle electrification plans. Eligible projects are those with a total estimated project cost of less than $400MM. A 20% match will be required.
US DOT: Congestion Mitigation and Air Quality (CMAQ) Improvement Program

Eligibility: States and Metropolitan Planning Organizations choose projects.
Description: The CMAQ Program provides a flexible funding source to State and local governments for transportation projects and programs to help meet the requirements of the Clean Air Act. Funding is available to reduce congestion and improve air quality for areas that do not meet the National Ambient Air Quality Standards for ozone, carbon monoxide, or particulate matter (nonattainment areas), and for former nonattainment areas that are now in compliance (maintenance areas). Proposed projects or programs must have a high level of effectiveness in reducing air pollution and be included in the metropolitan planning organization’s (MPO’s) current transportation plan and transportation improvement program or the current State transportation improvement program in areas without an MPO.

World Wildlife Fund (WWF): National Household Wasted Food Prevention Project

Description: WWF is administering community grants through the National Household Wasted Food Prevention Project (NHWFPP). Grantees will design and deliver hands-on programs that build on the impact of the national media campaign to deliver behavior change locally. Grantees will address local barriers through structured interventions tailored to the communities they serve. Community grant activities must have enough depth and reach to make a meaningful impact, with clear measurement and reporting of results. Grant amounts will range from $75,000 to $750,000, with approximately 15 total grants awarded.
NYS DEC: Municipal Waste Reduction and Recycling (MWRR) Program

Eligibility: Municipalities defined as county, city, town or village, local public authority, local public benefit corporation (as established by New York State law), school district, supervisory district, and improvement district, Native American tribe or Nation residing in New York State, combination of the above.
Description: The MWRR State Assistance Program covered by this application can help fund the eligible costs of:
- A waste reduction project, i.e. capital, planning and educational or promotional activities conducted by a municipality and intended to increase public awareness of methods to prevent the generation of waste, including reuse of certain materials, substitution of non-toxic household products, and the promotion of backyard composting
- Recycling projects, i.e. capital costs of recyclables recovery equipment purchases, recyclables recovery programs, and source separation equipment
- A household hazardous waste (HHW) collection facility project, i.e. the construction of a new, municipally owned facility used exclusively for collection and storage of household hazardous wastes
- A beverage container assistance project, i.e. the acquisition of equipment or real property or structures necessary for the establishment of new beverage container redemption centers, subject to the provisions of New York State’s Returnable Container Act
- Closing of municipal solid waste landfills or landfills that will be inactive withing 18 months of application
- Promoting improved air quality at solid waste landfills to capture greenhouse gases and encourage energy recovery from landfill gas
Maximum grant amount is $2MM.
USDA: SEARCH – Special Evaluation Assistance for Rural Communities and Households Grant

Eligibility: State and local government entities, nonprofits, and federally recognized tribes in areas that are rural (population of 2,500 or less) and financially distressed (have a median household income below the poverty line or less than 80 percent of the statewide non-metropolitan median household income based on latest Census data).
Description: This Program helps very small, financially distressed rural communities with predevelopment feasibility studies, design and technical assistance on proposed water and waste disposal projects. Funds may be used to pay predevelopment planning costs, including:
- Feasibility studies to support applications for funding water or waste disposal projects
- Preliminary design and engineering analysis
- Technical assistance for the development of an application for financial assistance
