Wastewater Infrastructure Improvement Program (WIIA) & Intermunicipal Water Infrastructure Grants (IMG)

WIIA provides competitive grants to help municipalities undertake critical wastewater and drinking water infrastructure projects, including upgrading water and sewer systems, reducing water pollution, and safeguarding vital drinking water supplies from emerging contaminants and toxic chemicals.
IMG is available for both drinking water and wastewater projects that serve multiple municipalities, such as a shared water quality infrastructure project or the interconnection of multiple municipal water systems.

Water Quality Improvement Project (WQIP)

The Water Quality Improvement Project (WQIP) program is a competitive, statewide reimbursement grant program that funds projects that directly improve water quality or habitat, promote flood risk reduction, restoration, and enhanced flood and climate resiliency, or protect a drinking water source

Non-Agricultural Nonpoint Source Planning & MS4 Mapping Grant (NPG)
Department of Environmental Conservation
NPG is a competitive, reimbursement grant program that funds planning reports for nonpoint source water quality improvement projects and mapping of Municipal Separate Storm Sewer Systems (MS4s). The program aims to prepare nonpoint projects for construction and application for implementation funding, and to support cooperation among regulated MS4s to complete mapping of their stormwater system.

Water Infrastructure Finance and Innovation Act (WIFIA)

Clean Water State Revolving Fund (CWSRF)

The CWSRF provides financial and technical assistance to communities needing to undertake critical sewer and wastewater projects.

Understanding the Clean Water State Revolving Fund
The Clean Water State Revolving Fund (CWSRF) is an infrastructure bank that provides low-interest or interest-free financing for wastewater and sewer infrastructure projects throughout New York State. It is administered by the Environmental Facilities Corporation (EFC) in partnership with the Department of Environmental Conservation (DEC). Through the application and project scoring process, the EFC can finance projects that align with water quality goals important to New York.
Each year Congress appropriates funds to the Environmental Protection Agency (EPA) to administer capitalization grants to each state. Additionally, New York State provides a 20% match to the CWSRF.
The EFC provides flexible low- interest financing to municipalities with eligible clean water projects. Upon completion of the project, the principal is repaid to become available to finance new projects, allowing the funds to "revolve" over time.
Each year, the EFC prepares and Intended Use Plan (IUP) to document how funding will be allocated during a federal fiscal year. Submitted projects will be scored using Project Scoring Criteria to determine which projects are likely to have the greatest impact on water quality improvement across the State.
Understanding the CWSRF Scoring Criteria
After an eligible is project submitted to the EFC for financial assistance, a project priority scoring system is used to score and rank projects. This list is compared to the funds available in the upcoming Federal Fiscal Year (FFY) system to determine the extent of financial assistance available for eligible projects. This process also allows the EFC to establish a Subsidy Line in certain cases to determine which projects may be eligible for subsidized Hardship Financing.
All successful submissions for projects that have expressed interest in receiving CWSRF funding are listed on the IUP Multi-Year List. The Annual List, a subset of the Multi-Year List, identifies projects that EFC may provide financial assistance to in the IUP Period. Projects that are on the Multi-Year List and not on the Annual List will not receive financial assistance in the current year. The Annual List is divided into the project categories based on municipal population, project type, and financial assistance eligibility.
